First, the industry safety supervision system has been continuously improved. In 2001, China established the State Bureau of Safety Production Supervision, which was later upgraded to the General Administration of Directorate. In October 2003, the Division of Supervision and Management of Dangerous Chemicals was established. Provincial and most prefecture-level cities have also established hazardous chemical safety regulatory agencies and formed a complete safety supervision system from top to bottom. The former Ministry of Chemical Industry issued the “Safety Production Ban†as early as 1994. The content includes the “fourteen inaccuracies†in the production plant area, the “six strictness†of the operator, and the “six prohibitions†of the hot work. The "eight musts" of containers and equipment and the "seven bans" of motor vehicles have played an important role in preventing and reducing the occurrence of safety accidents and the timely elimination of hidden dangers. At the same time, the relevant national authorities have also formulated a series of laws and regulations related to the safety management of hazardous chemicals, and through continuous improvement, the Regulations on the Safety Management of Hazardous Chemicals, the Regulations on the Registration of Dangerous Chemicals and the Regulations have been formed. "Administrative Measures on the Administration of Licensed Hazardous Chemicals" and other legal documents that are both suitable for China's national conditions and can basically meet the requirements of the international conventions that have been promised, have enabled our country's hazardous chemical products management to continuously achieve practical results.
Second, the company’s safety production management system and system have been continuously improved. The “three basics†of safety production (basic-level construction, basic work, and basic work training) have taken root in enterprises. Key enterprises have generally established safety supervision agencies and are equipped with various types of safety supervision personnel. Since 1999, the annual National “Ankang Cup†competition has raised the awareness of safety and health among the staff and workers, as well as the initiative and enthusiasm to eliminate illegal operations, violate labor discipline, and resist illegal command. Our country has joined the HSE management system introduced after the WTO and new management concepts to promote the company to achieve people-oriented, prevention-based, the pursuit of zero accidents, zero harm goals.
Thirdly, petroleum and chemical companies have also generally formulated accident emergency plans and established emergency rescue command systems, which have been continuously improved through drills to minimize the losses and impacts of enterprises in accidents. This system has played an important role in the security accident rescue process in recent years.
In addition, the introduction and application of a series of high-tech safety production management technologies such as the GPS satellite navigation and positioning system in the mid-1990s also provided reliable technical support for the transportation of dangerous chemicals in China.
