Kumho Tire said that both employers and employees had previously negotiated to reduce wages, but retained the reorganization plan and reached an agreement. However, because the agreement was rejected by the union, the company made a decision to lay off employees.
Of the 3,460 trade union members participating in the Kumho tires, 1,514 voted in favor (43.76%) against the wages case, and 1,946 voted against (56.24%). For the collective bargaining case, 1,485 people voted in favor (42.92%), while 1975 people voted against (57.08%). As a result, both of the above options were rejected.
