The "Announcement" stated that the overall order of China's water transport construction market is basically standardized, orderly and healthy, and the quality, safety, and time-guarantee guarantee system for key projects of water transport are relatively sound and the whole is in a controlled state.

It is reported that in order to standardize the tendering and bidding activities for water transport projects and strengthen the supervision of bidding and tendering, the Ministry of Transport issued a series of system measures including the "Administrative Measures on Bidding for Construction Projects of Water Transport Projects" and other measures, and at the same time continuously promoted construction projects into the public resource trading market. Focus on trading. The "Notification" affirmed this.

The "Announcement" also shows that the problem of non-standard bidding for some project projects is still outstanding, including that some of the project survey and design fail to follow the regulations, or that tendering does not perform tender registration procedures as required, the qualifications are not set up properly, and tendering Information disclosure has not been published in designated media, and the methods and standards for evaluation of bid evaluation are not stringent. If the inspection finds that the engineering survey and design of No. 2 and No. 3 grain and oil wharfs in Tianjin Lingang Industrial Port Area have not been conducted according to regulations, a direct entrustment method has been adopted.

In addition, the “Notification” requires that provinces and cities that have problems should formulate rectification measures according to the rectification requirements put forward by the Ministry of Transport of the People's Republic of China for the shipping construction market inspection report, and report the rectifications in a timely manner.
