According to Wang Xiling, during the “Eleventh Five-Year Plan†period, the soda ash industry was rapidly developed, production capacity was substantially increased, and output increased rapidly. Among them, the output growth rate from 2007 to 2009 was the fastest, reaching 30%; the output in 2009 was 18.72 million tons, a year-on-year increase of 7%; the output in 2010 is expected to reach 20 million tons, a year-on-year increase of 6.5%. At the same time, the degree of industrial concentration has been increased, the scale of new construction enterprises in the western region has been above 1 million tons/year, and technological equipment and energy conservation and emission reduction have made progress.
However, overcapacity caused by homogenization and excessive capacity growth is the development bottleneck that the entire industry has to face. Wang Xiling said: "Although this year's output has only increased by 6.5%, due to the large base, the absolute increase is also very alarming."
Wang Xiling believes that during the “12th Five-Year Plan†period, the soda ash industry will usher in important strategic development opportunities to achieve the overall goal of adjusting the structure, changing the mode, controlling the total volume of the industry, and improving the quality of development. According to the “Soda ash Industry Access Requirements†issued by the Ministry of Industry and Information Technology, new production capacity shall be controlled; partial production capacity shall be withdrawn through survival of the fittest, mergers and reorganizations, and the total capacity of soda ash shall be controlled at 30 million during the “Twelfth Five-Year Plan†period. About tons; adjust the product structure, and strive to make the proportion of heavy soda ash and dry ammonium chloride from 40% and 50% to 80%.
Wang Xiling said that the merger and reorganization of the same industry can not only control the excessive growth of production, but also improve the level of technology and equipment. As the production capacity is greater than the amount used, the country also has rich resources such as limestone and salt, so the export of soda ash becomes inevitable and has become the need for total control. At present, the export volume of the whole industry only accounts for 10% to 20% of the total output, which is only over 2 million tons. The Soda Ash Association plans to achieve a total annual output of over 2.5 million tons of soda ash during the “Twelfth Five-Year Plan†period, with an annual export volume of ammonium chloride exceeding 1 million tons.
