Recently, the General Office of the State Council issued a circular on the "12th Five-Year Plan" for production safety. The planning requirements require in-depth management of hidden safety hazards in high-speed rail transport, and the strengthening of high-speed railway operation safety supervision and equipment quality control.

The planning requirements should strengthen the supervision of high-speed railway operation safety and the control of equipment quality, and strengthen the construction of high-speed railway safety protection facilities and disaster prevention and monitoring systems. Deeply carry out the management of hidden dangers in high-speed railway transportation, focusing on the comprehensive investigation of lines, vehicles, signals, power supply equipment, systems, and management.

In the aspect of highway traffic, the plan proposes that in the next five years, it will promote the special rectification of safety hazards for passenger vehicles, especially long-distance passenger transport vehicles, and strictly rectify violations such as overload, overrun, speeding, illegal loading of passengers, and drunk driving and fatigue.

At the same time, improve the access conditions for safe production of some special enterprises such as small coal mines, fireworks and firecrackers. By 2015, the number of fireworks and firecrackers will be reduced by more than 20% from 2010, and fireworks and flow management information systems will be established.
